The rationale for the design and construction of the Helipad is to provide maximum military and civilian patients in all situations. This site is located between two specialized healthcare institutions. One of which is a military destination, and the other civilian, that is, a central city institution. This site will continue to serve both institutions. The territory is selected on the basis of these phenomena. The site is located in the southeastern part of Dushanbe, along the river of the city of the same name. According to the project, two helicopter landing sites are provided on the land plot.
